Daniel Matonak, P.E.

Dan graduated from the University of Pittsburgh in 1972 with a Bachelor of Science in Civil Engineering. After responding to hurricane Agnes in Wilkes-Barre, Pennsylvania, Dan started with Hagerstown-based Baker-Wibberley in 1973. Dan joined Davis Renn & Associates, now Renn Engineering, in 1982 and became the Chief Engineer. Dan established Regan-Matonak & Associates in Hagerstown in 1989.

Dan is President of the Hagerstown Chapter of the Maryland Society of Professional Engineers. As part of this position, he coordinates the annual Hagerstown Chapter Mathcounts Competition. Dan also serves on the Building Code Review Committee, the Zoning Exceptions Board, and the Historic District Commission for Washington County, Maryland.


Doug Artz, E.I.T.

Senior Structural Engineer

Doug graduated from the Georgia Institute of Technology in 1975 with a Bachelor degree in Civil Engineering and also attended a masters program at Georgia Tech. He began his career as a structural engineer with Atlantic Building Systems in 1977, and continued with Bechtel Power Corporation in 1980. In 1983, Doug began working for Fox & Associates. Doug joined Regan-Matonak & Associates in 1989.


Jon Papa

Project Manager & CAD Manager

Jon Papa started his career in 1997 as a surveyor for AESI, where he also gained experience in computer aided drafting. He joined Antietam Design in 2000 as a CAD specialist. In 2002, Jon joined Regan-Matonak & Associates. He works closely with engineers, architects, and contractors to ensure accuracy and precision in RMA's construction documents.


Kelly Vellek, E.I.

Structural Engineer

In September 2013, Kelly joined RMA (now MS&A) after graduating from Vermont Technical College with a Bachelor of Architectural Engineering Technology degree. Kelly has a strong academic background in construction design and internship experience in construction management. While at VTC, she earned strong recommendations from her advisors while successfully fulfilling multiple responsibilities such as lifeguard and Captain of the College's women's basketball team. As an athlete, Kelly has earned an impressive list of accolades, including the Athlete of the Year Award and USCAA Division II National Player of the Week. In March 2015, Kelly passed the Fundamentals of Engineering, allowing her to register as an Engineer Intern.


Shannon Losh

Shannon graduated from Washington County Technical High School in 2002. She has held positions in retail, distribution, and administration. Shannon was an MCTC Correctional Officer for three years. After two years as an administrator for Merkle Response Services, Shannon joined Regan-Matonak & Associates in 2014.
